Inserts are pieces of fabric made from hemp or microfiber, both of which are highly absorbent. Inserts are used to stuff the pocket part of a pocket diaper if you want to increase the absorbency.
Doublers are made from pre washed hemp combined with fleece. Doublers can be added to any cloth diaper when you need a little more absorbency (e.g. if you are going to be out for a while, or at night time).
Liners go next to your baby's skin. They are thin and non-absorbent, keeping the baby's skin dry and helping prevent diaper rash. Liners may be fabric or disposable, and catch the solid waste, keeping it away from the cloth diaper. Flushable, biodegradable liners make cleanup easier, but check first if you have a septic tank. Fleece liners can be washed with the cloth diaper load and reused. They dry quickly.
